Nah, they all got bonuses and it took years for anyone to notice because the people reading the stats didn't read the code.

Ah the ever-changing, vaguely-defined, hurriedly thrown together, pulled-out-of-the-ass, KPIs. Always a great cathartic IdEa, but an increasingly useless and meaningless tool in practice.

My job instituted a goal-setting program this year. It's not bad, but I also wonder if it just gives managers and HR folks something to do.
