I think every state has requirements/certification for what makes a peacekeeper, as well as private policing (like at universities and hospitals). In theory, neighborhoods could form/fund their own community police. They'd need only to make municipal police obsolete by not using it. Maybe decentralized constitutional community peacekeeping will be the next major project nostr inspires. π€

"The authorities" are a fundamental part of reality these days. There's no concept of individual or localized authority.

Two incidents, years ago, before I had even bought my first Bitcoin.
I get pulled over by a roadside police setup for speeding in my own village (I was doing about 40 in a 30). A young spotty officer comes over and I give him hell for not doing something about all these people speeding through my village. He thanks me and I go on my way.
A couple of years later, a police van doesnβt see me and pulls out in front of me forcing me to slam on the brakes. I honk and flash him till he pulls over, get out my car and give him hell. He is very sorry and sheepishly drives away after I tell him not to do it again π

My Dad got pulled over in the U.S. when I was a kid, I think it was in Florida.
From memory, the officer was very nice to us foreigners π

Depends on which state you're in . NH isn't too bad, but I still do not like them.

Citizens have fairly broad arrest powers here in Alaska:
"AK Stat Β§ 12.25.030
(a) A private person or a peace officer without a warrant may arrest a person
(1) for a crime committed or attempted in the presence of the person making the arrest;
(2) when the person has committed a felony, although not in the presence of the person making the arrest;
(3) when a felony has in fact been committed, and the person making the arrest has reasonable cause for believing the person to have committed it."
