We are going in circles. You cannot just change the meaning of words. If we are talking about something voluntary, we are talking about a donation, not a tax. In which case I agree with you, government should be funded 100% voluntarily. If we are talking about mandatory taxation, you cannot use the word voluntary. Either use the words in ways that make sense, or we cannot have a rational discussion.
