So, there's a pretty interesting concept floating around called free cities, which are being set up as special economic zones that are based around the NAP and general libertarian Austrian principles. Everything is contractual and based on informed consent. This would include security obligations that probably would include walls.

We have better transport tech now. Also, a walked city these days, if it had access to good water, would be pretty easy to sustain itself.

This is a pretty minor application of the concept, but, gosh I hate HOAs. Most of them suck. I can certainly see Daev's point, since, we do have the examples of HOAs going off the rail. So, that's certainly something to watch out for.
