Idk how mDNS works but couldn't you just run a DNS resolver on some like pfsense? Or am I missing the question?
What are you running for firewall/DHCP etc?

The issue is likely a VPN combined with leak blocking not permitting leaks to the local network. VPN apps could route traffic to the local network themselves but we haven't seen an app doing this rather than simply toggling on leaking the traffic which then gets blocked.
