I think it actually Damus when you upload animated webp (not gif) . I had same issue. Below is direct upload of gif from Damus (not webp) 🐶🐾🫡 
Is that bunny optimization, can we remove the webp? I though Damus supported animated webp, nostr:npub1xtscya34g58tk0z605fvr788k263gsu6cy9x0mhnm87echrgufzsevkk5s ?

No, it’s just when you select an image in your iPhone photo folder, if it’s saved as webp, I noticed that it uploads jpg of the first frame. 🐶🐾🫡 gifs work as is, at least for me
We don’t have optimizer running any longer. 🐶🐾🫡
It’s working for me on damus(I’m on TestFlight though)
