Would be nice if someone with technical skill would hunt down those npubs and hack them and expose them or whatever needed so they would think twice before doing it.

You watch too many movies. All that does is punish them for being a lazy CP poster. A CP poster who puts in a small bit of effort into not using insecure software is impossible to hack and expose. Is there something you are compensating for?
The cleanest and simplest solution is to stop using free relays.
Relays that require payment will be avoided by the bad actors because it’s impractical to pay each time for an npub to have permission to post and get banned or blocked for spamming or posting harmful or illegal content.
PoW is the solution. We already have it but many refuse to use it.
Buddy many people will gladly pay large amounts of money to post child pornography on the internet. The difference between paid servers and free servers is that the paid servers profit off of the child pornography rather than just hosting it for free.

I think there's some merit to this, 💯. I've found value enough in nostr and the people I follow to pay for a safe/trusted relay.
I still worry about new users though, they havent found the value enough yet to invest in paid services and it sucks to have people accidentally downloading illegal content 😵
I am more for a witch hunt of perpretaitors and not messing with the protocol.

No amount of technical prowess will help here. What's needed is someone who has a clue how the internet works.
The fact is that Nostr was designed to operate over the clearnet, and over clearnet jourisdictions, people have zero freedom and right to post the media that they want to without censorship.
The idea that Nostr should store both notes AND media in a decentralized and censorship resistent way is complete BS, and we need developers who actually understand this fact. Nostr should have unmoderated decentralized text based notes, but heavily centralized heavily moderated media servers.
Can you believe some people actually want to set things up so that Nostr media can be hosted over Tor servers? I swear that developers are actively trying to convince state powers to destrpy Nostr.
