That was me a year ago moving from Bulgaria with bulgarian and lithuanian bank accounts paying Bosnian bank transfer fees. 5 euros, same price, flat fee, up to the max withdrawal on the machines.
The pain is double, not just those fees but no other lower cost way to get funds into the local jurisdiction.
The only solution was to pull the maximum, which was about 250 euros, meaning a 2% minimum fee.
This is the norm where the money is not Big 4 currencies, the banking systems of those are very hostile with fees to outsiders. In those places, cash is best for most dealings in the local area, and pulling it out in this kind of volume.

The other day he tried to DEPOSIT money from a big job. It was a check. The big US national bank with whom he banked with since the 70s in various name changes said they couldn't accept his check because he had to prove he owned the business.

I'd seen them before and considered it but was using kraken to do LN deposits and market trades back to SEPA instant. But this card is not european based it's a tax haven bank account, of the more minor kind.
AH, it is UK related. Well that's where I am right now. Still, very nearly british bank but not. Should be better here anyhow, and probably a little better for USD usage in central america.
btw, says LN support on the site but the app certainly doesn't show or even mention it. Just a segwit deposit address.
For now they only accept transfer using lightning but not deposits yet. So you need to deposit using bitcoin onchain. I hope they add option to deposit using lightning too.

Yes, I have and is great. The opinions on playstore are bad because before became a bank, xapo gave a deadline to people withdraw the funds and many didn't. So after the deadline, the kyc to withdraw the funds needs passaport and many people didn't like it.

europeans do not like to have passports, unless they need to travel outside of EU/Schengen.
even some who have $$ to travel overseas, might not need passports to tropical vacations on their colonies.
