The difference between this and the previous e-ID referendum in 2021 is that private companies would issue it on behalf of the fed. It was a massive privacy issue for most citizens so it didn't pass.

This time around, the fed will be issuing it exclusively and data will be stored in a decentralised way, meaning PI data will be stored in the phone.

Mind you, most Swiss still trust their government, that it still works for its citizens.
