I know for a fact I can block anyone from using my websites without even blocking your literal access. If you still access my website then you are breaching my terms of services.
ADA or not, unless there is some specific rule for a certain type of business to provide access, the service provider has the ultimate say.
Now, if you know an attorney who can prove otherwise, im all ears.
The specific law is the Americans with Disabilities Act, Title iii. Websites and applications must be accessible.
I don't whatsoever if you think that way but it's important to recognize that your opinion does not change the laws around accessibility

You can’t block all disabled people from your site by putting it in your TOS. And your TOS won’t stand up in court unless you really put it in their face and make them actively consent to it.
