How does it work there with using USD cash vs tomans? Does the government turn a blind eye to some areas using USD?
USD cannot be used as a means of exchange. But there is not much hurdle in your way if you wanna store your surplus in USD. It would help and a minority do that.
Wtf you would think the Iranian central bank would have moral and religious duty to NOT debase by printing but in the end the power of the printing press is too great to keep control. Theres immense pressure by the usual banking cartels to shut out Iran internationally and bend them to their will as we can see in the war against them.
