you use it to put in bits and pieces of soap that you can lather as a self sudsing washcloth. its called a soap saver so you can use the loose odds and ends of pieces instead of throwing them away.

The one’s I’ve seen (used growing up) were self sudsing…but will yarn hold up wet friction?

Depending on if it's mercerized cotton or just a regular cotton yarn will determine the durability. And usually you use a stitch that is kind of knobbly to help with the scrubbing.
