It's because if they buy that gold card, they have way more than $5 million, so they're probably in business. So that means that they would bring their business to United States, and since they bought the gold card, their business will get tax insensitives.

Imagine if any citizen could sell or renounce is citizenship for 5M$ or even much less, and get another citizenship for much cheaper and move to another country that accept there new citizenship. The US would see a large flow of emigrant, just compensated by (some few) richer immigrants.

Would be fun to watch but not sustainable for sure. Even locally you need tax slaves to do the shitty jobs for the rich to continue living at their standards.
