It won't. Wealthy people are a different tax construction (box 2). This mostly impacts middleclass folks. On top of that it mostly impacts people who invest in volatile assets, i.e. crypto.

For more boring stuff like Shell shares it won't make much of a difference.

In other words, I wouldn’t stress it. Sounds like a politicized talking point.

"unrealized gains tax" are only for slaves that goes back to fiat world.

It's budget-neutral on a long timescale (it replaces our current system which is effectively a percentage of wealth tax). But it's terrible idea of other reasons.

I find it unlikely they ever phase out the old tax; the US income tax was once pitched as a “temporary” measure.

This proposed law replaces the existing one, there's really no ambiguity about that.

In the current system you're taxed on a fictitious return on investment (e.g. a 30% tax on an assumed 4% return on investment gives you a 1.2% "net worth tax")

In the new system you're taxed on the "real" return, which includes paper gains. That's mainly a problem because you have to rapidly liquidate assets as they go up in value. While on the way down the government just gives you a voucher against to future taxes. For a limited time. And can't be used to offset income tax.

In any case this system is guaranteed to bankrupt anyone who gets rich quickly. So there won't be any net worth to additionally tax later :-)
