So the argument is evolving, Core is moving away from consensus with Knots and towards consensus with Libre Relay.
I get OP_RETURN limit is considered pointless, but it wouldn't be if all other attack vectors were shut down.
Does this really come down to native JPEGs on Bitcoin or no JPEGs on Bitcoin?

It's not exactly pointless, it still requires the spammers to use workarounds.
I don't agree with NFT artists wanting to store JPEGs on my node, but I'm prepared to accept that they are valid people doing valid things.
So my personal preference until we reach consensus about whether we want NFTs on Bitcoin is to not call them spammers.
Cat jpegs are funny but what if someone posts child porn? Wouldn't that make holding the ledger locally illegal in some countries?
That's a much wider debate that applies to NOSTR relays and traditional social media and the world as a whole.

Also, the scenario you theorise is already possible, which is an argument for not allowing cat pictures.
