OSHA is what I do, I can shed a little light. Inspectors are not required to follow regular OSHA guidelines. It’s a stupid rule, but it’s their rule. My company requires our inspectors, which work for me, to wear harnesses and tie downs as if they are doing work.

A lot of roofing contractors are fly by night scam artists. They will replace whole roofs instead of repair because insurance companies don’t even send out adjusters if you can prove there was hail in the area.

is it illegal? I found photo evidence that they have zero safety equipment

I suppose that depends on the state, but I've done this work and there were no requirements for safety devices. It was good money, but I suppose like any contractual agreement, you should be cautious who you do business with.

If they are doing the actual roofing- the demo and re-shingle without safety gear that is a violation. Companies get fined all the time. If you are reporting a violation you have to do it early, OSHA is pretty back logged and might not get out before they are done. Typically roofs in Texas are done in a day to a day and a half. They are betting an OSHA inspection isn’t going to happen during the job.
