Sometimes having authority isn't antithetical to freedom, but protective of it, provided the authority is wise enough to recognize that a free people is more productive and requires less intervention. Ruling in line with, rather than at odds with natural law tends to cost less and result in fewer uprisings.
Alfred the Great understood this at least to a degree.
Excessive control and taxation is like being a farmer that harvests his crops when they first sprout, and eats his seeds he relies on for next years planting. In short, it's a failure of time preference.
