Sone clients like damus were forced to remove this option so the only way to send value is to navigate to each person's profile and copy their LN address and paste it in your wallet to send.
Its ok perfectly normal question. So the ⚡️ icon when you click it, it will (depending on your client) open your wallet or use preset amounts of bitcoin(that you choose) to send to them for their posts.
