Filtering relayed transactions is an illusion: you can't avoid the transaction to get mined, and what is even worse, you just push for more mining centralisation and damage the bitcoin p2p network.

I love Cashu, but to be fair, that was not entirely true last Monday.
Internet was still working in several places, including mobile network (though arguably it was not very stable).
So lightning and onchain could still be used.
Even some card readers were functional.
