You're right it would be hard. There is no one company to go after, no one CEO in charge, and even if they attacked all companies and all CEOs of all clients and all relays, they still have no ability to prevent users from easily starting their own relays or clients and publishing to the network.
Hypothetically they could make it illegal for users to use it, just as they have made it illegal to access Twitter via a VPN. But it would be I think much harder for them to enforce as it would be hard for them to identify that you are a user – as you could be using any client and any relay, hosted anywhere.

I think the bit about the jets is misinformation. The bit about consulate services is real.
Not my place to defend it as I don't understand how it would truly work. But, a proponent would say you're defining "authoritarian communism", whereas their anarchist communism would have no ruler, and rather people would collectively own their production and resources.
I can understand this on a micro scale e.g. a single family household that shares everything. I can also understand it on basis of some magic hypothetical future where there is so much abundance that ownership of anything ceases to yield any benefits.
But yes, otherwise confusing
