Depends on your strict definition of "layer" which in my thinking is fluid and based on perspective. Each of the apps that Jack mentions have internal "networks" to their ecosystem, thus a strong argument for layer 3. They are the third layer of value away from BTC layer 1.

Different clients have different experiences. It also seems to take a bit of time to reflect some of the changes you might make in one client on another client. This is my experience at least.
I'm sure the demand is there and/or growing, but how does one go about finding the providers? Matching demand to the supply seems to always be the issue with alternative services and ideas.
