Heraclitus brilliance was in vocalizing paradoxes that are true. We both step into the same river twice and we also don't. We both visit the same place again and yet we don't. We are both the same person that we were and at the same time we are not. Persistence and change coexist.
It will definitely happen and I see both positive and negative outcomes.
My suspicion is that individuals who are dependent on AI to build an app will have difficulties changing the code and its structure. This may result in high numbers of "meh" apps that users need to filter out in order to find the rare gems.
I don't oppose this at all, people are free to create, but as we rely more and more on filtering out the sub-par, we simultaneously delegate more power to whoever design the search/filtering mechanism.
It might have the positive effect of inspiring some people to learn more, yet those are also the same people that can learn from a traditional programming book or video tutorial. Doing the work is always necessary for familiarity and understanding.
The takeaway from AI art generation is that it put art production in the hands of individuals with a high degree of unknown unknowns; individuals that don't have the experience to know how much they don't know in the field. Probably the same applies to programming. It takes working directly with something from the ground up to develop the thinking process to a point of experience.

Your sovereignty as a free, self-governing individual is inherent in your biology. You can't transfer ownership of your body; your mind is still there. You can sell your organs, but this implies that you already own your body.
This goes back to John Locke whose ideas provided a groundwork for the abolition of slavery. When you own yourself, nobody else can lay a claim to own you, or the fruits of your labor. Hence slavery becomes a violation of property rights.

Also it depends what something is used for. A menu in a workplace or a game needs to be efficient due to its high usage. Thin scroll lists can be hell for players using a mouse on screen, while it may work ok on a tablet or phone.
Then, scrolling is dependent on the number of items to scroll through. It works great for quick scrolls but if the list is long enough, it is no longer efficient. That which is not efficient will be skipped. So there is a scroll horizon at some point, past which few will thread.😄

I think you are critiquing sterile design, and I agree with that.
A clean design is not necessarily a sterile design and can look quite different depending on the vision.
Clean design to me is a balanced design, not too cluttered. Some menus need to be complex and have an array of important options available. That structure should consider usability first, then design.

With usability I'm referring to fast and easy workflows where users are not running a tough obstacle course. There should be a general attitude of sympathy for users that interact with the UI a lot.
Visual design can go wild as long as the usability is good. Clean visual design involves un my view for example adhering to a chosen thematic style. Mixing styles can quickly feel unbalanced.
