As for spam I think it also depends on relays used. Haven't seen much spam even in global feed using filter.nostr.wine

hashtags will stop working after they start to get spammed, which is inevitable at a certain scale, especially if we push people into them. Would be ok in short term I guess

I'm not hard-set on the per-packet concept. Bandwidth would be fine. Packet-level seemed more commensurate with payment channels so it came to mind first.

I might be wrong about that, though. Perhaps bandwidth is a more similar concept to payment channel capacity?
