well you can't design an internet protocol including such privacy.
At the bottom layer, there is a packet : an envelope with a message.
Even if the message is encrypted, the packet must have a destination and a return adress. How else are you going to know where to move that message to and from using routers ?
You may play clever movement games, but at the end of the day, your ISP WILL HAVE TO deliver that package to you.
The consequence of wires and routers are simply that privacy must be had at a higher level and that you have to construct it with the ultimate fact that your ISP, like a postman, will come to your house with a bunch of packets adressed to you.
