Industry will vote on its need and government will vote at that level, when they reach consensus it will 'push to public vote' the public will then have time to ponder and research the request and then place their vote. After that has happened it is either accepted or rejected, in which case they will need to change their request.
Quorum logic, voting, sharding, post count vote verification for each person, in the way I've done it guarantees much less than 1% voting and political fraud.
