Interesting question. No, unfortunately as fees rise, dust UTXOs become worthless. This is a very real and important issue that more people should be educating about. Consolidating UTXOs and being mindful of labeling their origin is good practice.
One could, but most people will also not even need a whole Bitcoin to be better off. It will help everyone preserve the purchasing power earned by their time spent working, without being debased by inflationary printing.
As real as the illusion that is life I suppose.
