If it was a 13th or 14th gen intel they got themselves into trouble for pushing the silicon too hard and were getting failures and had to back it off a bit to keep things stable.

Probably wireless interference of some kind. Happens frequently with certain models that don’t do a good job encrypting / authenticating traffic between the mouse and receiver. Does it go away if you unplug the mouse?
