That's just normal exposure to air, the meat in the center hasn't been exposed to the air as long as the meat on the outside edge. If you left it sit like that for long enough, the darker color you see in the center would soon turn the same red you see on the outside.
The carbon dioxide thing is real, but it depends on the packaging. If it's in a container that has clear plastic over the top and there's a little room for air around it, those usually have carbon dioxide in them to help keep it looking fresh longer. But if it's not really in a container and it's just shrink wrapped, there's no room for air (or carbon dioxide)
