Most people don't care about taking "good pictures," they care about creating a visual copy of something that can be used to look at the thing again. That's the basic purpose of a picture and phone cameras aren't very good at it yet. Most people are still waiting to have a phone camera that captures much more detail at a given distance than human eyes, so that it can be used to see about as far as your hands can hold it still enough to see - then having a nicer camera won't be that beneficial for people who don't know much about using it.
