As far as I understand Oman isn't the third country to mine Bitcoin. They attracted a mining farm and the minister Eng Said Hamoud al Maawali made a statement, this is akin to a government attracting a new company and officials getting some credits for offering a competitive and innovative place.
The farm isn't property of the government, nor does the government intend to hold Bitcoin on their Treasury.

* tied to a complex basket of natural resources
* basket loosely related to members current holdings and geography so everyone has a chance
* not available for the regular Joe, restricted to international trade only
Unknowns:
* auditing system
* on/off ramps limits and rules?
* some level of agreements for common
* economical decisions for a better integration of their economies?
How accurate is the measurement "coin left on exchanges". Exhanges are not legally required to publish their addresses and we don't know to what extent their reuse past addresses. What am I missing?
