My node is the Satogram node. So you'll need to my channel peers. But ik they're crushing. Policy is base fee can't be above 1 sat or it won't be used to route Satograms.
Node runners can definitely reject payments under some threshold. Htlc firewalls exist. Don't know how Satogram node would get the target node's min amount.
For lnurl however there's the minSendable field. Perhaps a new minSendableForComment type of field needs to be added to the spec.
Everyone has a personal price for their attention. One size cannot fit all. Wallets should (like Zeus has) implement filtering that users can set on a sat threshold. Like "don't show me Satograms under 10 sats, but let me receive the sats anyway"
