This is nice, but it would be so much better if they were paying their government workers in Bitcoin, paying for government contracts in Bitcoin and tracking their government budget on the Bitcoin ledger.

You could also look at some of the distributed file sharing networks like IPFS. Don't have to deal with Filecoin, just using IPFS Desktop to hash a video and share it out for people to download and co-share. The more people who host the file, the faster it loads.
