A solution for more humane wars:

1. Fearless Leader "A" declares war against Fearless Leader "B"

2. Each Fearless Leader conducts a no-consequence survey among the proles, asking which of them are willing to die for Fearless Leader in the fight against other Fearless Leader

3. Each Fearless Leader gathers those who pledge to die and sends them into the custody of the opposing fearless leader, where all of them will be executed forthwith.

4. When either Fearless Leader runs out of pledgers, that Fearless Leader has lost and the war is considered over, with the opposing Fearless Leader declared to be the winner.

No "collateral damage". No need for expensive military hardware - one could execute by Grape Kool-Aid. Even cheaper, grape flavoured generic drink product. Everyone wins!

I'm still trying to get my head around that, but theoretically the USG could confiscate every USD held physically and every bank account holding USD (checking, savings and CD's and would still be unable to pay its debts.

question: decades ago, the military debuted the "neutron bomb". The "benefit" was that it killed people, but left structures standing.
