I love the idea and goal but it must be warned that you could have people posting really unscrupulous bounties on here. (i.e. hitmen, CP, kidnapping, etc) Is there a decentralized way to pre-kill those contracts from even showing up, such as an arbitor's democratic vote or something?)

It's certainly cool in theory. This is why I'd like to freelance in music production, writing, video editing (if I have the bandwidth to do it), and a whole other butt-ton of things.
