They start by saying they will oppose their own bill to look like Wall Street doesn’t want the bill to pass. This leads congress to pass the bill believing they are going against Wall Street, even though the bill is exactly what the Fed and Wall Street want.
In the second part they say they will publish textbooks and teach in the universities the economic principals dictating the virtues of money printing and inflation in a debt based society. Thus furthering their agenda by getting generations of people to embrace this economic model and enrich themselves even further.

The bankers said they opposed it. Pretending they didn't want it to pass.
Because public opinion usually goes against what the bankers say.
The congress thought by passing it they were opposing the bankers agenda but the bankers public statements were not how they actually felt.
They manipulated them.
Also important to note is that the bankers themselves didn’t take the bill to congress. It wasn’t “we’re the banks, pass this bill for us.” It was a politician friend of the banks who pushed the bill and helped make it look like it wasn’t what the banks wanted, even though the banks secretly wanted it to happen.

What's the 17th Amendment, you ask? It changed how Senators were elected from being chosen by State legislatures to being elected by popular public vote.
There's just no way that a Senate still accountable to the politicians of individual States would have okay'd a national central bank - relinquishing what had up until then been a power exclusively reserved to the individual States.
