The way I'm reading it is you will still need a phone number to sign up. The username is only for sharing. That is bull shit if its the case.

Why doesn’t Signal just use #nostr nsec keys instead of user names
Or better yet why don’t people just stop using centralized services like Signal and migrate to #nostr altogether
Because anyone can login with your npub and see ALL of your messages?
You can only log in with an nsec and the nsec is secret, so no one other than yourself would be able to log into your account without having your nsec/secret key

That was so bad.
Need a bounty for voip service on something like proton for biz operations. The problem is if a number is routed through any mainstream carrier tower it's not private. Doesnt matter if you use Signal, VPN, etc. The hardware and network is compromised. Still, some degree of privacy is better than nothing.
