Peering itself is relatively cheep (once you have purchased the routers to do it, data centre space to host them, cross connects to the peering exchange etc). The more expensive part is generally the upstream IP transit services to reach the rest of the Internet that you can’t reach through peering.
If you could get to me in NC over fiber I could probably be a peer for some traffic…just depends on your bandwidth needs.

Is this possible to do in Canada? I worked for a company that provided ISP software and hardware to smaller ISPs but never bothered to learn the logistics of starting one.

When you think about how the Internet is just networks allowing trusted computers into their network, it's petty shocking to see how far we have scaled this. It's the ultimate pyramid scheme.
Back in the day, becoming an AS (Autonomous System) wasn't that hard, it was just very costly (in both time and money). I don't know how different can this be today. In other words, it can be done (probably)! 😜

Been thinking the same, but seems like an impossible thing to do without becoming an ISP yourself.
But love the idea of being able to be self-sovereign with Internet.

Where at first it would hook up to traditional ISPs, and as it grows overtime it would just end up replacing it.
Everyone is an ISP, paying each other by usage, competing and collaborating with each other.
Sounds like time to buy an IP block and get an ASN assigned. You thinking of doing it?
Before ISP you need also own your own TLDs… Decentralized Root Domain also is the key for Freedom speech
