Ok, so I finally figured out where to send the funds. The organization that my best friend works for has been working tirelessly since the storm. He finally got back home for a short stretch and sent me a bunch of images, video, and updates. At this point they are just trying to convince people to leave the area because it's going to be literally months before the roads and power are back in order.
Just so you guys know where it's going, I'll be selling the BTC and sending fiat to the organization below, and there's a paypal link on their website if you want to simply pay them directly to help out. They will use it for helicopter fuel, supplies, equipment, staff, etc.
