LLMs are actually perfect for this (at least in simple scenarios). Using tailwindcss also helps them work at a higher level of abstraction, and localize styles to the markup, meaning the LLM doesn't have to compare multiple files to get it right.

Only thing it does worse than CSS is regex. I've had to give up and fall back to regex editors because it didn't want to escape parenthesis and stuff.
