They are Web of Trust relays. Anyone can use them and read from them. You can only write to them if the owner follows you or if one of the profiles they follow follows you. It's a way to deal with spam.

In Amethyst, do you know what relay catagories these wot relays should be used for? Are they supposed to be your public inbox/outbox relays? Or do they go in the general relay section?

Outbox for sure. Inbox if your contacts are in the relay's WoT. Otherwise, they can't write to it.
