I had thought that maybe the client was doing mute filtering once on pulling from the relays into a local cache, rather than filtering when reading the cache.

Was doing it via the web app. Just did it again from iOS Primal App and it was added to the mute list.

The bigger problem is that people own more property than they live in as an investment. I mean it's kind of circular.

Those holding bitcoin will see price appreciation as housing investment money moves into bitcoin, and many will be able to buy houses with bitcoin.
I don't think we need to make any other laws (like banning mortgages), but just need to promote the best money ever to have existed.

No. Because although each miner would have less cost, it gets cheaper for all the miners. The competition for hashrate remains. Everyone would just create a lot more mining infra to eat up the same cost
