I was thinking more along the lines of an offline VM in Qubes.

I see people often say not to store your seeds in a password manager. This is because they're using password managers incorrectly, most likely giving them access to the internet/web browser.

My view is if I can't store a seed in a password manager then I shouldn't be putting any secrets there. On the flipside, if you use your password manager on a system without any internet connection (correctly) then you can store any secrets there.

I will never send bitcoin to someone that "lost" theirs unless they explain to me what was wrong with their backup plan and how they are fixing it.

I would say Qubes is a better OS than TAILS for compartmentalization and isolation. Disposable VMs can accomplish the amnesiac part of TAILS

Based on the description, "Maintain coinstats index used by the gettxoutsetinfo RPC", I would guess that it maintains an index that makes gettxoutsetinfo faster.
