Solid sort and filter capabilities for both follow and follower lists with meta data that let's you see the tree of who is following whom and maybe some heat map deal so you can find your "people" amongst the noise?

It's not chaos being prevented. Its perfectly natural for the physically strong to subjugate and enslave the weak and rule in their own interest - see history for examples. Laws are the way we agree on what is fair and right instead it just being might that dictates.
