Kind of like how our banking system is technically private, but the government has (afaik) full surveillance capability into everyone's accounts and the ability to freeze funds if they chose to (via telling the banks to do so).
I feel like this genius act (along with the yelling about NO CBDCs) may just be a sly roundabout way of establishing a public-private partnership CBDC that they can claim is private.

while apple may not be at the forefront of innovation, they do have extreme loyalty, a "lock the consumer in" ecosystem that is hard to break out of, and they've built up a brand that commands great margins.
