Actually the judge separated Xrp from ripple. Saying that ripple itsel DID issue an unregistered security to the institutions.
Xrp on exchanges 2nd hand etc trading, was per the footnotes, deemed out of scope and no opinion given.

You can run your own relay too. Then you cannot be censored.
You don't have to run a relay. Some relays are paid ones.
