based on the Filters defined in NIP-01 and fiatjaf/relayer implementation, I donโt see an obvious way to query for events _without_ tags

you would have to dig in on a per-relay basis to answer that question, since every relay is effectively its own server/database.
here are some scenarios that could be at play:
- your missing note(s) may still be in the relay database, but maybe the relay isnt returning it because itโs very old. this would probably be a bug in the relay
- the relay is very slow and hasnโt returned your note yet
- your missing note(s) have been deleted or otherwise lost by the relay
nostr notes are stored on relays. if youโre not storing your notes on a relay you control, itโs possible the relay operator may delete them.
at the end of the day there is no free lunch. it costs money to store and serve data. good news is there are tons of open source relays. bad news is not everyone has the skills required to run one. hope this help atleast clarify the problem ๐
