The value of it is entirely based on demand. Government cannot confiscate with a button press. A hacker cannot "hack" bitcoin. There are miners but thats complicated. For now he can know they secure the network by running the software. Its gold with wings.

220 vs 240 no problem. these numbers have changed over time, so devices tend to work in a range. does the miner's power supply have 2 110 plugs? I am pretty familiar with residential and industrial power, but only a little experience with mining. why wouldnt the miner want to plug right into the 240 dryer outlet?
