I think its neutral, we already have text, photo, video and audio content for decades. Even though a lot of those contents are low quality people still become their victims.

I could imagine the scenario where there are millions of relays and in this case they will be pretty big (bigger than personal/family ones) in this case operators would definitely want to control content. Would you be happy to host a relay where 90% of content is a pure rusian propaganda? Some would want to have personal choice what to host. Others would be forced by laws. Some will want to base content off economic activity

I think if there is a relay where the operator may afford not to care about content at all, it should be extremely small relay. In such case there should be hundreds of millions of relays in existence. Would be great but I can hardly imagine this scenarior
