Is this how you’d add a relay but not broadcast it? I’d be interested in keeping my relay list private (or some of them at least, like my own backup relay via tor, but keep that onion address private)

So it says it works on device with no network permission. But 10 barcodes per api call. ELI5: so this whole thing is permissionless and can work with GrapheneOS? Or requires something in googled-android?
