How do I transfer stats that I’ve got in lightning wallets to a normal btc wallet and back and forth. Not looking for some hardware, or even non-custodial… Cash.app seems to do it, but is that it?

It's honestly the shit . Can buy small amounts (even just 20 quid ) non kyc , whichever way you want to do it , even arranging to meet in real life . You can use it to swap for onchain and vice-versa by pairing with someone that want s to go the other direction , and it is all done over tor .

It's there as an option , some people don't mind doing it if it's non-kyc .
Sure people use buy and sell websites to arrange to buy second hand stuff , stereo equipment etc, and people arrange meets to buy cars and what have you .
I don't see how it is suddenly any more risque because it is Bitcoin related.
It's all done via encrypted chat as far as I'm aware, so the only person you are presenting the location to is the person that you are making the trade with .
That being said I haven't tried it , and again , it is totally optional.
It's does nobody any harm to have options .

You can do it with exodus wallet. It’s a shitcoin wallet. But it has both onchain and lightning.

Right but cash app sells it for dollars if you send lightning there (not Bitcoin). If you have a node, you can open a channel, send lightning there, close the channel 💥Bitcoin. Same in reverse, you open a channel, your side has the funding, you send it out as lightning. (Do I have this right lightning heads?) 😎

The easiest way I’ve found is to send everything to Phoenix and then drain the wallet. I think they did a great job with the UX. 🤙 
You can use boltz exchange. They’ll take your Lightning sats and convert it on chain for a fee. There’s also a telegram bot called myloopout. Works as well.

Many custodial lightning wallets can send to normal onchain addresses, blink, wallet of satoshi, i haven't tried other ones. You might get hit on fees though. An alternative is a submarine swap like boltz.exchange any lightning wallet can send sats and boltz will send to an onchain address.
Atomic swaps from any of the providers. Muun has a built in mechanism to do it. Send it to Muun and then send your balance to an on-chain address. There will be fees.
